The second “Colorful Sacred Arrow” International Folk Archery Tournament (IFAT) and Dutton Culture Festival kicked off in Jianzha County, Huangnan Tibetan Autonomous Prefecture, northwest China's Qinghai Province, Sept. 8, 2012.
