Central United Front Work to promote Tibet's non-public economic development

The Central United Front Work Conference convened in Beijing from May 18 through May 20. Xi Jinping, Secretary of the the CPC Central Committee General delivered an important speech, in which he emphasized the need to unite the “three types of people” in this new era, including people in the non-public economic sector.

Apei Jinyuan, chairman of the Tibet Autonomous Region Association of Industry and Commerce, said that the conference has raised a high demand for promoting the sound development of the non-public economy.

According to the Tibet Daily, at the end of June 2014, the number of main market players of various types in the Tibet Autonomous Region reached 140,000, increased by 19 percent. The non-public economy (including individual businesses, privately-owned and foreign-invested enterprises) already accounts for 95.64 percent of the main market players in the Tibet Autonomous Region, and its tax revenue has achieved 7.405 billion yuan, accounting for 93.3 percent of the total tax revenue.

Dawa Thundrup, chairman of the Board of Directors of Tibet Dashi Group, Ltd., said, “The non-pubilc economy not only has played an important role in promoting Tibet’s economic development in enhancing employment and tax revenue.”

According to China Economic Net, during the “China Tibet Development Forum” held in 2014, vice chairman of the Association of Industry and Commerce of the Tibet Autonomous Region Liao Yidong pointed out that Tibet’s non-public economy  enjoys unprecedented development opportunities with the improved basic conditions, industrial environment, and system in Tibet. Yet at the same time, it is still faced with several challenges. It is still relatively small in scale and unevenly distributed. The quality and rate of contribution of technology to the non-public economy remain low, and the financing capacity is still limited.

In order to support the development of the non-public economy, the problem regarding financing of enterprises must be resolved. Tibet must also increase credit support, encouraging financial institutions to give credit to non-public enterprises and private commercial ventures in risk-management premises, and focusing on supporting and fostering local industries with special characteristics and comparative advantages such as Tibetan medicine, highland biological industry, highland food and drink processing industry, special agriculture and livestock processing industry, folk handicrafts and modern service industries.

According to Tibet Daily, deputy secretary of the CPC Standing Committee of the Tibet Autonomous Region Wu Yingjie said that 2015 is a crucial year for comprehensively deepening reforms, the first year in promoting law-based governance, and the last for completing the work in the “Twelfth Five-year Plan”(2010-2015).We must implement General Secretary Xi Jinping’s important strategic thoughts of “Governing the borders before governing the country; securing  Tibet before governing the borders”, and Chairman of the Chinese People’s Political Consultative Conference Yu Zhengsheng’s important principles of “Governing Tibet by law ”. To this end, Tibet must support the sound development of its non-public economy.
