What does the Obama-Dalai Lama meeting imply?

On July 15, Chinese President Hu Jintao met with the teachers and students of Walter Payton College Preparatory High School of Chicago, the United States at Zhongnanhai - the political center of China.

During the meeting, President Hu said that the future of the China-US relations lies in the young generation. He believed that with careful nurturing by the people including the youth of both countries, the "big tree of our friendship" will definitely grow stronger and more fruitful.

The event indicates that the Chinese government is opening her arms to the United States, realistically and sincerely implementing its consistent peaceful and friendly diplomatic policy. Its top leader strives to better develop the China-US relations and enhance the strategic mutual trust in a down-to-earth manner.

However, the US President Obama screwed it up as he insisted on his decision to meet with the 14th Dalai Lama in the Map Room of the White House the next day despite the strongest objection from China.

Although the US government has weakly exculpated Obama by glossing up the meeting as "held in a low key", "at the weekend" and "private", the obstinate action of the president is, in reality, a thorough manifestation of the US government’s long-lasting diplomatic arbitrariness towards China by persistently colluding with Chinese ethnic separatists to grossly interfere into China’s internal affairs and provoke China's political bottom line.

As Obama chose to meet the biggest serf owner of old Tibet just ahead of China's nationwide celebration of the 60th anniversary of Tibet's peaceful liberation, it was certain that he attempted  to hurt the feelings of millions of freed Tibetan serfs as well as 1.3 billion Chinese people.

Moreover, the hegemonic mindset of the US Government has nourished its "anxiety neurosis for fear of China's rise", inevitably casting a complicated shadow once again, over the improving Sino-US relations, and adding many uncertainties to the future strategic mutual trust and international cooperation in relevant fields between the two countries.

Turning out to be more of a sly backstage politician

The Dalai Lama came back to the spotlight since his announcement to "retire" and transfer his political authority to an elected successor. Apart from high-profile announcement wherever necessary, the Dalai Lama also held a ceremony announcing "his resign from the political leader of the Tibetan government-in-exile" to be a spiritual one. However, this kind of trick in the name of democracy may work in deceiving the foreigners who know little about the Tibetan government-in-exile, but to people who knows about the political structure and operation of the Dalai clique and the way of thinking of the Tibetans abroad. The Dalai Lama's trick of retirement was nothing but a farce to cover up his real power.

In fact, this move showed that the Dalai Lama had no alternative but to change his role from an onstage performer to a backstage controller confronted with the power transfer after his death. Just like he had said, he couldn't be the leader of the government forever. So it was important for all the Tibetans in exile to learn to be independent from the Dalai Lama. If they could start to form such a system now, he could contribute to its establishment if there was any difficulty. Otherwise, they may get mired in difficulties without any alternative when he could no longer assume his leading position.

However, the "Dalai-centered" political structure will not change as long as the 14th Dalai Lama was still alive. The newly elected "Kalo Tripa"("premier minister") was, in fact nobody but a puppet of the old lama. The India Times said, "As long as the Dalai Lama was alive, it is he who had the final say in the government-in-exile. His proposal merely aimed to make preparations for the post-Dalai Lama era". The Dalai Lama's leadership towards the Tibetans would not change after his retirement, said Lodi Gyaltsen Gyari, the special envoy of the Dalai Lama to the US. At the same time, Kelsang Gyaltsen, the Dalai Lama's special envoy to Europe also introduces themselves recently as the administrative government for the Dalai Lama.

In May, the government-in-exile passed their constitution amendment which also said, the Dalai Lama was the symbol of all Tibetans. Under the constitution, the Dalai Lama still holds the power to "guide" the fake 'parliament' and the authority of the Kashag. He can make decisions towards essential political and religious affairs as well.
For the Dalai Lama, he himself has claimed in different places that he would never give up public affairs regarding politics and religion and "he wouldn't sit by whenever the Tibetans were in difficulty".

Who else would believe this self-directed and played out farce of retirement!
Nobody but an idiot!

The full schedule of the Dalai Lama after his "retirement" illustrated that he had never stepped away from the political stage. He once vowed in Australia to "retreat to an absolute religious state". However, after three months, he has by far visited ten countries (ten more countries to go as planned). Under a religious cloak, the Dalai Lama still kept to be engaged in activities aimed at splitting apart China by making no scruple of talking about politics, spreading rumors, discrediting China image, seeking opportunities to meet with political figures, and sabotaging the relations between China and the countries he has visited.

During his US trip, the Dalai Lama, accompanied by two so-called "Kalons" of the 'Tibetan government-in-exile" and a bunch of "officials", was engaged in various activities under the disguise of religion. He held a closed-door talk with Under Secretary of State for Democracy and Global Affairs Maria Otero, attended the US Congress "round table" meeting, delivered a speech on the lawn of the Capitol Hill and finally met with US President Obama. Compared with the period before his retirement, the Dalai Lama is much busier, more interested in politics, and more engrossed in slandering the Chinese government without warrant. He even labeled himself publicly as 'a troublemaker against China".

The Dalai Lama, in nature is a political exile who has been engaged in secessionist activities in the name of religion. Regardless of the Dalai Lama's "retirement" announcement, his role of the mastermind behind a political clique of "Tibetan independence" activists remains, and so is the theocratic ruling system. Some anti-China forces in the West hailed the Dalai Lama as the deity and lauded him as "the supreme religious leader''. However, no matter whether the Dalai Lama has retired or not, his plan to step down as the political head of the "exiled Tibetan government" is "absolutely meaningless", and his purpose to split the motherland has never changed.

The ups and downs of the Dalai clique issue in American pragmatist foreign policy
It has been a long time since the United States used and supported the Dalai Lama Clique. The so-called "Tibet issue" today is essentially the issue how the US supports and makes use of the Dalai clique against China. From lots of documents declassified by the American government in recent years, we can see that in order to achieve the strategic objective of “preventing and anti-communism”.

Around 1949, the CIA had roped in some relatives and officials of the Dalai Lama, and secretly planned his flight for several times. Around 1959, the CIA had trained hundreds of armed Tibetan leaders in Colorado State of the US, and airdropped them in groups to Tibet. Those leaders instigated and commanded the armed riots around 1959 in Tibet and other Tibetan areas. In the 1960s, the United States has funded the Dalai clique for the formation of "Special Border Troops" and “Religion Guards of the Four Rivers and Six Ranges" to harass people's lives who dwell on the border of our country.Similarly, for American strategic interests of "anti-Soviet Union", in the early 1970s, the United States could completely give away the Dalai clique politically and economically overnight. During that period, the US cancelled its funding and support to the Dalai clique totally, which immediately plunged the latter into an unprecedented international dilemma and livelihood crisis.

For instance, Bhutan expulsed Tibetans, the Nepalese army wiped out the "Religion Guards of the Four Rivers and Six Ranges”, which made the Dalai Lama almost disappear in the international arena.The "pragmatic diplomacy" of the United States would have surely impressed the Dalai Lama and a group of "dignitaries" depending on its protection. In the late 1980s, with the collapse of the socialist camp in Eastern Europe and the Soviet Union, the United States lost its rival, and began to set its eyes on the socialist China. It began to take the Dalai clique as a tool once again, and its fund began to flow into the camp of the Dalai clique. The Dalai Lama once again became the favorite with the American government. It frequently appeared on the political stage, as a pawn of the United States, to suppress China, and lived on toiling for the American interest.

With China's economic development of and its increasing international influence, the “anxiety neurosis for fear of China’s rise” of the United States is getting more serious. Making use of the so-called "Tibet issue", the US politicians arranged "its presidents to meet with the Dalai Lama privately", or they forced China to change the "exchange rate", created "economic friction", made "network infiltration", conducted "military maneuver" around China's territory in order to threaten and suppress China. And their purpose is to disrupt China's stability and development, and slow down “China’s threat to the US to its international status.”

In fact, Obama’s meeting with the Dalai Lama this time is actually another performance of American "restraining China'' strategy. And the Dalai clique is only a card played by the US in order to restrain China. What the US cares about is not the so-called “protection of the Tibetan people’s human rights and culture”, or help the Dalai Lama to get the so-called “justice”, but to use the Dalai Lama to make troubles for China.The Obama-Dalai meeting: double-edged sword for the US

As to the role of the Dalai Lama-a "religious figure" or a 'political monk"- I think generations of the top officials of the United States including the incumbent President Obama know clearer than anyone else.  
Why Obama still insisted on receiving the Dalai Lama again despite strong objections from China? The western journalists answered: "Mr. Obama has been in the soup."

Since his inauguration, the US President Obama seemed to have no idea on how to contain China, and has always blown hot and cold in his policies and attitude towards China. When its request of unconditional cooperation to help China cope with international affairs, regional conflict and environmental protection was rejected, the White House laid bare its hegemonic feature. By clamping down on Chinese products to restrict the economic development of China, the White House had taken its political initiative to canvass for more votes to win his second term of office.

The next year is a crucial time for Obama to achieve his goal of reelection. Unfortunately, the US is now enmeshed into both internal and external troubles. Haven’t recovered from the economic mess, and the unemployment (and under-employment) and debt-ceiling problems, the wars in Afghanistan, Iraq and Libya have become another big headache for the US. In order to divert people’s attention from domestic issues, win more support from the Congress and free himself form domestic pressure, the White House had to adopt his "Middle Way approach". On the one hand, Obama played up to the Right Wing, especially the anti-China forces, by publicly meeting with the Dalai Lama. On the other hand, in order not to offend China to a serious extent, he firstly declined councilor’s suggestion to publicly receive the Dalai Lama at the Oval Office , which would symbolize the power of the president, but in the Map Room instead. He also reiterated that “Tibet is a part of China” after the meeting.

In fact, the Dalai Lama’s visit to the White House was merely an expedient for the White House to divert the American people’s attention on the domestic conflicts, which would not help resolve the so-called “Tibet issue”. On the contrary, it would only created new obstacles against the international norms in the China-US relations and further cooperation. 

Nobody can obstruct stability and development of Tibet

This year marks the 60th anniversary of Tibet’s peaceful liberation. Chinese people across the country, including three million Tibetans celebrate this epoch-making anniversary in various ways. Since Tibet's peaceful liberation, the Tibetan people have thoroughly extricated from being bullied by the imperialist forces, overthrown the oppressive feudal serfdom as well as terminated the long-standing religious conflicts and tribal conflicts in Tibetan history.

Under the leadership of the Communist Party of China and the guarantee of regional ethnic autonomy, the Tibetan people become the master of their land. They have, achieved leapfrog economic development, attained the freedom of religious belief, received universal education, enjoyed medical care, legal protection as well as increased living standards in a harmonious and united society. Stability, development and wealth have become the main pursuits for Tibetan people nowadays. Nobody can impede the stability and development of Tibet.

It is normal if the Dalai clique does not wish to see Tibetans live a harmonious and well-off life because the clique members will lose their jobs as well as their political economic support. It has become the Dalai clique’s life-long career to spread rumors in inland Tibetan areas, disturb the stable life of Tibetans and damage the harmonious coexistence between various nationalities of the Chinese nation. But facts prove, and will prove that the separatist and disturbing activities of the Dalai clique will not only continue, but also fail again and again.

Lately, the Information Office of the State Council of China has issued the White Paper of Tibet's 60 years peaceful liberation and the Assessment Report on the National Human Rights Action Plan of China (2009-2010). In the two documents, a lot of figures and facts prove that Tibet has made significant progress in economic, political, cultural, social, ecological, and human rights development. Obama, claiming to be supportive to the maintaining of Tibet's and Tibetans' human rights, but at the same time, turns a blind eye to the great changes Tibet has achieved over the past 60 years, the facts that traditional culture is protected and developed, people’s living standard improved, and Tibetan's human rights realized.

Instead, he would rather see a serf owner who used to oppressTibetans in old Tibet and also a splittist making troubles everywhere. How ridiculous it is for them to talk about protecting human rights of Tibetans!

The meeting was held at a special moment when China was welcoming the US military delegation headed by The US Joint Chiefs of Staff Chairman Michael Mullen, when Chinese president Hu Jintao meet with American junior high school students in Zhongnanhai, and when the Chinese were  happily celebrating Tibet’s 60 years peaceful liberation. Therefore, it has seriously hurt the China-US relations and feelings of all Chinese people. Once more, the Chinese people have seen the capricious and hegemonic thinking of the US.

Obama’s meeting with the Dalai Lama may give some delusion to the Dalai clique, but it won’t change, even slightly, the Chinese government’s policy towards the Dalai clique, nor affect their determination to crack  down on separatist terrorist activities and protect the integrity and full sovereignty of the country. China will continue, without any doubts, to build a harmonious Tibet. Countless facts have proved that the US’s conspiracy of using the Dalai Lama issue to contain and split China is doomed to fail.

The Cold War mentality is out of date. In fact, the Dalai clique is useless for the US except for harming the sound China-US relations. The US involvement into the “Tibet issue” is not only helpless; but also create more rifts between China and the US.
