Rights of autonomy in Tibet, Tibetan-inhabited areas

Lhasa, July 10 (China Tibet Online) A conference on strategies to comprehensively promote “law-based governance of Tibet” was held with participations of leaders from 11 prefectures and counties in Tibet and four other Tibetan-inhabited areas in Sichuan, Yunnan, Qinghai, and Gansu provinces.

"Rights of autonomy"

Tibet and the four Tibetan-inhabited areas have all made full use of the lawful rights of  autonomy bestowed to China’s ethnic minorities to make bylaws based on their local conditions and achieved some success.

Huang Zhenghong, magistrate of the Dechen Tibetan Autonomous Prefecture in Yunnan Province, said that the after the Autonomy Regulations for Dechen Tibetan Autonomous Prefecture in Yunnan Province” was implemented in 1990, revisions to the regulations were made according to its development needs in 2006. Since 2008, Dechen has drafted seven local regulations, such as the “Management Regulations for Tibetan Buddhist Monasteries in Dechen Tibetan Autonomous Prefecture” and  the “Regulations for the Improvement of Ethnic Unity in Dechen Tibetan Autonomous Prefecture”. In addition, the leading roles of the Autonomous Prefectures People’s Congress and the Standing Committee have been played in drafting local legislation.

"We strive to develop legislation in managing religious affairs, protecting ethnic culture, and improving ecology," said Xiang Qiu, vice secretary of Garze Tibetan Autonomous Prefecture Party Committee in Sichuan Province.

The Garze Tibetan Autonomous Prefecture was the first ethnic minority autonomous prefecture after the founding of the New China. In September 2013, Sichuan Province first launched the establishment of rule of law work in Garze, and formulated the “Opinions on the Construction of Rule of Law In Garze”.

"We have already drafted the 2012-2016 local legislation plan, adhering to the formulation of annual legislation,” Xiang Qiu said. “2014 was our year of studying law, and we drafted the “2014 implementation plan."

"Publicity of law" and "legal awareness"

Sonam Tenzin, member of the Standing Committee in Haibei Tibetan Autonomous Prefecture in Qinghai Province, said that during the prefecture-wide Legal Awareness Period from March to October, Qinghai brings learning materials to government institutions, villages, schools, communities, businesses, markets, construction sites, and religions sites in order to enhance people’s legal awareness. Now rural areas have access to legal awareness teaching materials, villages have legal advocates and primary and secondary schools have principals for promoting the study of law.

The Hainan Tibetan Autonomous Prefecture in Qinghai Province, created the screens on the street for promoting rule of law, set up billboards and built a public square for advocating rule of law. They also created cultural performances as well as other methods of increase the awareness of law of the general public. In addition, they organized monks and management personnel to go into monks’ living quarters to teach the knowledge of law and organize them to visit other places for the promotion of legal awareness.

"Governing Tibet" and "enriching Tibet"

Yu Chenghui, Party secretary of the Gannan Tibetan Autonomous Prefecture in Gansu Province, said that with the construction of the Linhe high-speed rail link, construction on the Lanzhou to Linhe Railway, the Xiahe Airport, and other important construction projects, chura (Tibetan cheese), yak butter, and other local products from the area could now be sold around the world. Thus governance of Tibet and a richer Tibet have gone hand in hand with rule of law and development conducted concurrently.

Zhang Yanqing, mayor of Lhasa, said that Lhasa have registered all city residents aged 18-50, and held 1,003 training courses and trained a work force of 150,000 people. Nearly 30,000 people have changed their occupations, making a total earnings of 500 million yuan.

"We adhere to the principle that the annual prefecture-level public livelihood spending reaches over 70 percent of the public budget expenditure to provide the people with good houses, good health, and good lives" said Liu Zuoming, Party secretary of Aba Tibetan Autonomous Prefecture in Sichuan Province.
