Tibet to take targeted measures in poverty alleviation

The CPC Standing Committee of the Tibet Autonomous Region held a meeting on August 4 to discuss poverty alleviation and development work for the “Thirteenth Five-Year Plan” period and was set to take targeted measures in the fight against poverty, Tibet Daily reported.

The meeting pointed out that following the 18th National Congress of the Communist Party of China, the CPC Central Committee has put forward a series of new strategic thoughts, which provide strong impetus to poverty alleviation in the new period.

The meeting stressed that the oath that never lets poor people in poverty-stricken areas leave behind in the process of building an all-round well-off society is not only a promise made by the Party, but also a political task that must be accomplished.

The meeting also emphasized the need to make a sound poverty relief work plan, make in-depth research, identify root causes, visit villages and households to find out the specific situation of those living under the poverty line, create records and standardize management so that targeted measures can be taken and that the poor population of Tibet can be assured of the right to food, clothing, shelter, transportation, education, basic public services and adequate social security benefits.

The goal is to ensure that by 2020, all poverty-stricken Tibetan people alongside with the 70 million people living under the poverty line in other parts of China will be lifted out of poverty.

The meeting suggested the combination of government and social forces and of government and social resources. The meeting encouraged people to become better-off through diligent work, guide others to become better off or simply help the poor.

The meeting also suggested the combination of relocation and exploitation of border areas to alleviate poverty. All these efforts were done to make sure that critical poverty relief action plans could be pushed forward and tangible results could be achieved.

The meeting also required governments at all levels to prioritize poverty relief work, closely connect with poverty-stricken counties, villages and households, establish an accountability mechanism across all levels of governments, and make results of poverty relief and development work an important part of cadre performance assessment.
