Yearender: education subsidy standards for Tibetan students raised again in 2013
Tibet has raised the education subsidy standards for Tibetan students 12 times and benefited 510,400 people.
After the enhancement of education subsidy standards in 2013, every student could receive 2,600 yuan in each school year in the second-level areas (with an average altitude below 4,000 meters), 2,700 yuan in the third-level areas (with an average altitude between 4,000 meters to 4,500 meters) and 2,880yuan in the fourth-level or border counties (with an average altitude above 4,500 meters).
Since 1985 China has covered all tuition, food and boarding expenses for Tibetan students from farmers and herdsmen's families in the stage of compulsory education.
Twenty-eight years has passed by, the scope of coverage has extended to pre-school education, compulsory education, senior high school education for students in agriculture and animal husbandry areas and poverty-stricken downtown areas.
The implementation of education subsidy has greatly attracted more and more Tibetan children from farmers and herdsmen's families to go to school and promoted the popularization and advancement of compulsory education in Tibet.
The campaign to get rid of illiteracy has reached all population in Tibet, the illiteracy rate among young and middle-aged people has decreased to 0.8 percent, and the average length of education for people above the age of 15 has reached 8.1 years.
In 2007 Tibet became the first place in China to enjoy free nine-year compulsory education, and in 2012 the first place in China to enjoy 15-year free education (three-year preschool, six-year primary school, three-year junior middle school and three-year senior middle school).
Before the peaceful liberation of Tibet, the educated were mostly aristocrats, while serfs and slaves, accounting for 95 percent of the total population of Tibet, had no right to education at all, and the illiteracy rate among young and middle-aged people was 95 percent.
