8.074 billion yuan has been investing in the 30 years since the “Three Guarantees” education policy was implemented in Tibet in 1985, accounting for 9.5 percent of investments into education in Tibet.

Tibet began to receive funding in 1985 on the basis on compulsory education, providing funding for food, accommodation, and study expenses, the “three guarantees”, for children of farmers and herdsmen. A similar financial assistance policy was implemented for children from poorer urban families as well. In 2014, 1.519 billion yuan was invested into the “Three Guarantees” program in order to help children attend school.

Guisang Dorje, a teacher at Lhasa Linzhou County Middle school, said that the program helps alleviate a lot of burdens for families from rural areas. “Parents only have to bring their children to the school. After that, they don’t have to worry about the child’s life or studies. The school’s enrollment rate gets higher and higher each year.”

Till now, Tibet has adjusted the “Three Guarantees” standard for 14 times. This year for the fall semester, the standard reached an average of 3,000 yuan per student. Compared with 1985, the standard has risen nearly 10-fold. Support for the program continues to grow.
