Funds sent to Tibet from inland regions total 13 billion yuan

By the time the fifth group of Tibet aid cadres was withdrawn, the provinces, municipalities, central government departments and state-owned enterprises paired with needy regions in Tibet had donated more than 13 billion yuan in funds and materials and carried out 4,393 projects in Tibet since China initiated the pairing assistance program in Tibet Autonomous Region in 1995.

He Xinhong, deputy director of the Organization Department of the Tibet Autonomous Region and head of the sixth group of Tibet aid cadres, said that each pairing assistance unit and Tibet aid cadre have helped Tibet's related areas and departments formulate and improve industry and local development plans, actively raised funds for the implementation of assistance projects in Tibet, introduced investments from China's other regions and accelerated the economic exchanges and cooperation between Tibet and other regions since the initiation of the Tibet aid work.

He said that the Tibet aid work has also given priority to supporting the development of Tibet's educational, scientific, cultural and sanitation causes, which has effectively advanced Tibet's economic development and social progress, improved rural and urban image and further enhanced the living and production conditions of the residents from various ethnic groups.

Statistical data shows that Tibet's GDP reached 51 billion yuan in 2010, a seven-fold increase from 1994. The per capita net income of farming and pastoral residents was up from 817 yuan in 1994 to 4,139 yuan in 2010, a four-fold increase.

Meanwhile, cadres sent to support Tibet have forged a profound friendship with Tibetan cadres of various ethnic groups. They often contact experts and scholars of other regions in fields such as education, hygiene, science and technology to give lectures in Tibet, and select experts in agricultural production technology to teach production skills to farmers and herdsmen in Tibet. They also organized village cadres in Tibet to visit and inspect other regions and launched activities such as cultural exchanges.

In recent years, various provinces, cities and units in other regions of China that gave assistance to Tibet focused on improving production and living conditions of agricultural and pastoral areas of Tibet and made major efforts on actively converging Tibet aid projects and funding in agricultural and pastoral areas to construct projects that can support economic development, improve production conditions in agricultural and pastoral areas as well as benefit farmers and herdsmen.

At present, the total 73 counties (cities and districts) in seven prefectures (cities) and the Shuanghu special zone in Tibet as well as major departments directly under the Tibet Autonomous Region and prefectures (cities) are included in the scope of receiving aid. The mode of Tibet-aid has also developed from the just cadre support in the beginning to the current combination of cadre support, economic support, talent support and science and technology support.

A total of 18 provinces and cities, more than 60 state organs and ministries and 17 state-owned enterprises in China have taken on the Tibet-aid mission, and a total of 4,742 professionals have been dispatched to Tibet in six batches so far.
