According to the United Front Work Department and Office of Religion of Tibet Autonomous Region, the government is working hard to promote the infrastructure and public service of Tibet's temples by improving the its public service capacity, reported by the China Tibet News. Tibet has been persisting in making the temple as a basic unit of society while monks and nuns as the average citizens and basic masses.

By the end of September of 2013, altogether in Tibet 1299 temples have had normal transportation, 1178 temples have had power supply, 1310 temples have had water supply, 971 temples have had radio and television, while 1751 temples have realized coverage of communication. These effective measures have solved the problems that are most concerned, direct and realistic.

Betsering, deputy director of the Office of Religion said that Tibet will construct the nursing homes in 45 temples with which each has over one hundred monks or nuns, striving to fully build and put them into use within three years. The plan is based on the fact of age structure that there are 10 percent of monks and nuns over 60, and 60 percent between the ages of 40 to 50 in the temples.

In addition, the maintenance of dormitories for the monks and nuns have been decided to brought into the line with the region's affordable housing construction plan, therefore, the special funds for renovation subsidies of the temples are measured by the standard of per capita 5000 yuan (823.5 U.S. dollars). Governments at all levels are also required to give grants to the maintenance of temples through financial funds and aid-Tibet funds based on the self financial capacity and the temple status quo.
