Tibet optimizes energy conservation and environmental protection system

Over the past years, Tibet has established wholesome systems in an effort to optimize its environment protection and energy conservation.The series of systems include an environment protection and sanitation system, an air quality monitor system, a resource recycling system, a new energy industry system and an energy-conservation assessment system.

Tibet has improved the sanitation system and set up an urban nuisance-free waste disposal system. Statistics show that Lhasa processed 180,000 tons of waste through landfill with nuisance-free disposal rate hitting 95% in 2011. Meanwhile, Tibet has also improved the construction of waste landfill sites in other cities and towns.In 2010, Tibet started the construction in Amdo County, Mangkam County and Burang County and completed the landfill sites in Rutog Hotspring, Yi'ong and Zanda counties. In addition, 14 counties including Galai and Zogang carried out the preliminary work.

Tibet has set up a perfect air monitor network system. The percentage of non fossil energy consumption in disposable energy consumption, the discharge ratio of carbon dioxide and the cumulative amount of forest were written into five-year plan of the country for the first time. It proves that an energy conservation and environment protection system encompassing climate change is taking shape.

Tibet has also witnessed progress in the resource recycling system. According to statistics, till 2010, Lhasa had had 10 resource recycling corporations and 8 of them had reregistered at the commercial bureau. Lhasa had 320 recycling sites and 10 recycling processing companies with about 2,500 employees. All these recycling departments recycled 50 tons various renewable resource per year. At the end of 2011, Lhasa had completed 100 community recycling stations as well as two sorting centers. Till May 2012, one terminal trade center had been set up and at the end of 2012, a used electrical appliance and electronic products disposal center has been completed.

The energy industry has been expanded. So far, Tibet has achieved new development in new energy utilization and recourse recycling. Tibet also pushed forward steadily the traditional energy substitution projects in agricultural and pastoral areas, hydropower substituting fuel project, rural firedamp construction and solar energy utilization. Tibet invested 15 billon yuan in the ecological construction, including 2.459 billion allocated to traditional energy substitution project in rural and pastoral areas. To further break down, 1.311 are used in hydropower substituting projects, 1.058 in rural firedamp construction and 0.09 in solar energy utilization. All the investments are expected to be realized during 2008 to 2015.

Energy conservation assessment system has been constantly improved. Tibet Autonomous Region Environment Protection Rules issued in 1992 is the basic law and regulation of Tibet's environment protection. Laws and regulations implemented in 2003 have laid the foundation for the assessment of energy conservation and environment protection. According to the notice of Tibet provincial government issued in 2008 on strengthening environment impact assessment, area developing and planning should be done with environment impact assessment.
