Tibet achieves significant employment successes over past 10 years
Since the 16th National Congress of the Communist Party of China, Tibet Autonomous Region(TAR) sticks to a proactive employment policy, strengthens the government guidance, improves market-oriented employment mechanisms, expands employment scale, ameliorates the employment structure, increase employment opportunities, supports self-employment policy, enhances vocational skills training, and leads the whole society to change the old views about employment, having formed an employment policy system with Tibetan characteristics.
The government of TAR has invested in all one billion yuan for the employment, making 171 thousand people newly employed and the registered urban unemployment rate decrease to 2.69% compared to 5% in 2002.

The graduates’ employment makes a new breakthrough
After the reform of college graduates employment system in 2006, Tibet further strengthened the service for college graduates and formulated a series of policies and measures for their employment. Since 2006, there are accumulated 66,000 college graduates employed and the rate of fresh graduates’ employment maintains above 85% every year. What’s more, in 2011, in the year’s 12,407 graduating students, 12,322 are employed, almost every fresh graduate finding their jobs, with a employment rate of 99.32%.
Tibet achieves a lot in arranging jobs for groups having difficulties
Tibet has arranged 20,000 public welfare posts to solve the career problem for groups that have difficulties in getting jobs. Until now, 17,485 people have benefited from this and Tibet has dynamical eliminated 2,208 “zero employed family” and had 2,508 members of “zero employed family” get jobs, reaching the aim of eliminating “zero employed family”.

Employment transfer of surplus labor force in agricultural and pastoral areas goes well
Tibet strives to promote the employment transfer of surplus labor force in agricultural and pastoral areas by various means, such as strengthening farmers and herdsmen skills training to increase their income. During the past 10 years, Tibet outputs agricultural and pastoral labors for 6.94 million (times) in total and gain 13 billion yuan income from this. Besides, Tibet has held over 3,700 various vocational skills training classes, making 184,600 unemployed persons and surplus working force get trained. After training, 80% of those trainees find their jobs. Tibet’s vocational ability construction for laborers has got remarkable achievements.
The social insurance system covering both urban and rural residents set up
By the year of 2010, the new rural social endowment insurance was established in Tibet, achieving the aim of the Fifth Tibet Work Forum two years earlier. And by the year of 2011, the social endowment insurance system for urban residents has also covered the full Tibetan Autonomous Region. Monks and nuns in Tibet’s temples are covered by the social endowment insurance system and the basic medical insurance for urban residents as well, which solved their nursing and medical problems.
