Tibet promotes development of private economy

Tibet recently held a second conference on the development of the private economy, which summed up works that has been conducted since 2011 and made new deployment for current and future economic development in the private sector.

Wu Yingjie, the regional leader of Tibet, attended and spoke at the conference.

He said that private economy is an important and foundational aspect of economic and social development as well as the most dynamic force of the economy. In recent years, China has paid more and more attention to the development of the private economy, and Tibet’s private economy has improved significantly in quantity, scale, quality, and efficiency. Over the next few years, Tibet must adhere to the principle of combining together government guidance and business autonomy, quantity expansion, quality improvement and industry upgrading, and policy implementation and optimization of services. Tibet must also make efforts to relax restrictions to the market, improve core competitiveness, and promote innovation and entrepreneurship.

First, Tibet should implement an intensive development plan and strive to expand the scale of the private economy. The focus should be on the development of plateau organic food industries, Tibetan medicine, the folk handicraft industry, cultural tourism, and other specialized industries, as well as emerging industries such as clean energy, bio-pharmaceuticals, and high-tech.

Second, Tibet should implement a plan to promote innovation to continuously improve the competitiveness of the private sector.

Third, Tibet should implement supportive policies and strive to support the vigorous development of the private economy. Tibet will rely on both foreign and domestic investment, both state-owned and private enterprises. At the same time, relax restrictions to the market, broaden areas of investment, build a fair and competitive business environment, improve administrative efficiency, accelerate reform of the commercial system and implement proactive tax incentives.

Fourth, Tibet should implement a plan for financing services. Strengthen the guidance of financial funds, further standardize intermediary services, broaden the channels for financing services, and strive to resolve the biggest weaknesses facing private-sector enterprises in China today.

Fifth, Tibet should implement an investment plan to increase the vitality of private economy. Tibet should make full use of its resources and advantageous policies to attract more investment and entrepreneurship.

Sixth, Tibet should implement a plan for entrepreneurship. Tibet should vigorously support and encourage people of all ethnic goups to start their own businesses, encourage university graduates to start businesses in their hometowns, and stimulate enthusiasm for entrepreneurship.

Seventh, Tibet should strengthen talent training in private-sector.

Eighth, Tibet should regulate the behavior of law enforcement to protect business operation in accordance with the law.

Wu Yingjie hopes that all relevant departments will introduce new working mechanisms and have an active role. He hopes that private entrepreneurs can well manage the relationship between business production and benefits of their workers, thus promoting the increase of revenue for rural residents.

The conference was chaired by Qi Zhala, chairman of Tibet Autonomous Region, and attended by officials from relevant departments.
