Tibet invests 60 mln yuan to balance grassland ecology

Since the pilot incentive system of eco-environmental protection was established on August 22, 2009, the government of Tibet Autonomous Region has invested nearly 62 million yuan in balancing grazing capacity and the quantity of livestock.

Gyaltsen, head of the grassland protection working group said, Tibet has witnessed gratifying achievements from the pilot incentive system adopted in five selected counties.

The quantity of livestock has fallen drastically through various effective measures. In 2009, totally 2.19 million newborn sheep units and 2.73 million offtake sheep units were reported with a decrease of 0.54 million sheep units, which has lessened the grazing load of the grassland.

By introducing the contractual management responsibility mechanism, herders' contracted grassland areas have been verified and the livestock carrying capacity has been further claimed and ratified so as to improve the grassland contractual management reform. 

Also, local herders are changing their mindset towards grassland productivity and protection. By actively transforming the mode of production and adjusting the livestock population structure, local people stick more firmly to the concept of scientific development of the grassland and protection of the local eco-environment.

Driven by the favorable incentive policies, 15,495 herding households in 341 villages have  received incentives for determining their ownership of stock quantity based on grass availability. A total of 26,554 households have received subsidy for substitution of firewood. A total of 61.19 million yuan delivered to local herders and herding households in selected counties see an average income increase by 2,410 yuan.
