CPC regulation pledges no exception in intra-Party supervision
There should be no prohibited zone or exception from intra-Party supervision, said a Communist Party of China (CPC) regulation published on Wednesday.
The regulation on intra-Party supervision, approved at the sixth plenary session of the 18th CPC Central Committee last week, consists of eight chapters and 47 articles, aimed at strengthening governance of the Party.
The first chapter clarifies the purpose and foundation of the regulation, the second to fifth chapters focus on supervisory bodies and supervisory systems, and the last three chapters included the relations between CPC's own supervision and external supervision.
"Trust in the Party's members should not supplant supervision," the document said, adding that such supervision is important to purifying, improving and reforming the Party and will ensure the Party is always the core leadership in building socialism with Chinese characteristics.
Noting that the regulation aims to uphold the CPC's leadership, strengthen Party building, promote the comprehensive and strict governance of the Party and maintain the Party's status and purity, the document stressed that supervision should be carried out in accordance with regulations and through the principle of democratic centralism.
The mission is to ensure the Party Constitution, its regulations and code of conduct are properly enforced; to maintain Party unity and solidarity; and, primarily, to resolve exhaustion and slackness in the Party leadership.
Supervision will check how principles are enforced by Party organizations; that minority members obey the majority; that Party organizations at lower levels obey their superiors and all Party organizations and members obey the CPC National Congress and the CPC Central Committee.
Supervision will also examine work styles, connections with the public, conduct in selection of Party officials and self-discipline measures.
The main targets of supervision are the CPC's top organs and officials, particularly senior officials, according to the document.
The regulation said that the CPC Central Committee, the Political Bureau of the CPC Central Committee, and the Standing Committee of the CPC Central Committee Political Bureau would lead the work.
"All CPC Central Committee members must abide by the Party's code of conduct and rules," the document said, adding that they should "resolutely resist" and "promptly report" violations to the CPC Central Committee.
Members of the CPC Central Committee Political Bureau should implement the Party's eight-point guideline against bureaucracy and extravagance and educate their families and close affiliates, the regulation said.
They should make sure that their spouses, children and their children's spouses do not violate Party's rules that regulate their roles in businesses and employment.
With respect to selection of officials, the document said both work performance and their integrity should be considered. Negligence in selection procedure will be accountable.
Discipline inspectors must prioritize the implementation of Party discipline and regulations, and investigate and punish those who do not obey the rules. Discipline inspectors who fail to detect problems or failed to report such problems will be held accountable, it said.
Discipline inspectors have been told to focus on those who hold important positions or are awaiting promotion, and those who fail to refrain from wrongdoing or are subjected to complaints.
Local Party organizations should ensure that members fulfill their duties and that members' rights are not violated. Party members are also entitled to supervise leading officials, make reasonable criticism and expose breaches of Party regulations and the law.
Party committees at various levels should support and ensure due supervision from legislatures, governments, discipline inspectors, and judicial organs, it said, adding that they should also support non-Communist parties in fulfilling their supervisory roles.
Party committees and leading Party officials should also accept supervision from the public, it said.
